Cambodia is a constitutional monarchy with a long royal tradition. The monarch represents the continuity of the state, while elected institutions and the Royal Government carry out political and administrative work under the Constitution.
Who is the King of Cambodia?
King Norodom Sihamoni has served as Cambodia’s head of state since 2004. The Throne Council selected him on 14 October 2004, and his coronation took place later that month. Before becoming King, he was known for work in the arts and cultural diplomacy.
The King is widely addressed by an extensive royal title, but most English-language references use “His Majesty King Norodom Sihamoni.” For visitors and writers, that form is respectful and clear.
A constitutional role
Article 7 of Cambodia’s Constitution states that the King “shall reign but shall not govern.” This means the monarch serves as head of state within a constitutional system rather than directing day-to-day government policy.
The Constitution assigns the King formal duties that include promulgating laws, appointing the Prime Minister and Council of Ministers through constitutional procedures, receiving diplomatic credentials and representing national unity. These acts operate within the rules and decisions of Cambodia’s institutions.
How succession works
Cambodia’s crown is elective. It does not pass automatically from a reigning monarch to the monarch’s eldest child. When the throne becomes vacant, the Royal Council of the Throne chooses a new King from eligible descendants of the royal line as defined by the Constitution.
The council includes senior state and religious figures. This process distinguishes Cambodia from hereditary monarchies that follow a fixed order of birth.
The modern royal institution
The modern monarchy has lived through major changes. King Norodom Sihanouk played a central part in independence, state-building and twentieth-century politics. The monarchy was abolished after the 1970 coup and restored in 1993 when Cambodia adopted its present Constitution.
King Norodom Sihanouk abdicated in 2004. King Norodom Sihamoni then succeeded him through the constitutional selection process. The institution today is closely associated with ceremony, cultural heritage, charitable activity and national occasions.
Royal sites in Phnom Penh
The Royal Palace complex in Phnom Penh is one of the clearest public expressions of Cambodia’s royal tradition. Its gilded roofs and formal courtyards stand near the riverfront. The neighbouring Silver Pagoda contains religious and cultural treasures.
Access can change for ceremonies, maintenance and official events. Visitors should check current opening information, dress respectfully and follow photography restrictions. Covered shoulders and knees are a sensible standard at both palace and religious sites.
